    I did you the favor of going through patch notes from release until now. (It's a lot)

    Spoiler: No, Reapers haven't been nerfed (at least, not that I found).
    Spoiler 2: Reapers are currently in a very weak place in PVE, which is why they continue to receive buffs. Basically, other classes have been buffed enough to surpass Reapers (specifically Warrior/Archer/Sorcerer revamps) and newer classes were released doing more damage than Reapers (Gunner/Ninja/Valkyrie). In our current place, classes have all been buffed past Ninja (making it the lowest DPS class) and old DPS classes that haven't received reworks are in a similar place as Reaper (Slayer/Berserker).
    Reapers were released during VM2 and there were no class changes at all from Reaper release until the level 65 content update. The first set of class changes I could find for Reaper was Patch 30.09, where Reapers received these buffs:
    Reaper
    Whipsaw: Increased Attack by 60 percent.
    Grim Strike: Increased Attack by 10 percent.
    Sundering Strike: Increased second explosion damage increased by 10 percent.
    Pendulum Strike: Reduced Energetic Pendulum Strike cost from 4 to 2.
    Whipsaw: Reduced Energetic Whipsaw cost from 4 to 3.
    Pendulum Strike: Noctenium Infusion increases skill damage by 3–8 percent.

    The next set of class balancing was Patch 31.04 where Reapers did not receive any changes.

    The next set of class balancing was Patch 33.08 where Reapers received these buffs:
    Reaper
    Increased base Endurance to 50.
    Double Shear:
    Reduced cooldown to 5 seconds.
    Reduced additional damage (when used in chain) to 10 percent.
    Grim Strike:
    Reduced cooldown to 6 seconds.
    Removed third hit, but increased damage of second hit.
    Reduced glyph points of Energetic Grim Strike to 4.
    Increased base damage of Spiral Barrage to 25 percent (not including last hit).
    Increase base damage of Pendulum Strike by 50 percent.
    Sundering Strike:
    Reduced glyph points of Empowered Sundering Strike to 4.
    Reduced glyph points of Carving Sundering Strike to 4.
    Death Spiral:
    Reduced cooldown to 10 seconds.
    Increased damage on first hit, but reduced damage on second hit.
    Reduced glyph points of Empowered Death Spiral to 4.
    Reduced glyph points of Powerlinked Death Spiral to 3.
    Reduced glyph points of Powerlinked Death Spiral: Grim Strike to 3.
    Increased base damage of Shadow Lash by 25 percent.
    Shadow Burst:
    Increased base damage by 20 percent.
    Reduced glyph points of Energetic Shadow Burst to 3.
    Reduced glyph points of Swift Shadow Burst to 2.
    Increased casting speed of Swift Shadow Burst from 17 percent to 25 percent.
    Reduced glyph points of Brilliant Shadow Burst (Uncommon) to 2.
    Brilliant Shadow Burst (Uncommon) now reduces MP cost by 150.
    Veil of Shadows:
    Reapers can now recover HP while in Veil of Shadows.
    Decreased end of effect HP recovery to 15 percent.
    Reduced glyph points of Lingering Shadow Reaping to 3.

    The next set of class changes was Patch 34.07 where Reapers received these buffs:
    Increased base Power to 63.
    Reduced cooldown of Death Spiral to 7 seconds.
    Reduced cooldown of Shadow Reaping to 2 minutes 30 seconds.
    Reduced cooldown of Sundering Strike to 14 seconds.

    Reapers got this buff in Patch 37.07 (note, technically this is a PVP nerf but a PVE buff, and other classes with passives also got this change):
    Veil of Shadows:
    Now triggers only when you take lethal damage from monsters.
    Cooldown reduced from 10 minutes to 5 minutes.

    The first set of actual class changes to Reapers happened in Patch 30.09 where Reapers got this change, which nerfs Whipsaw but buffs Reaper PVP defense:
    Reduced healing skill effect debuff of Whipsaw from 10% per hit to 6% per hit.
    Slightly increased reaper's PvP Defense.

    Patch 42.06:
    Decreased damage taken from boss monsters.

    Buffs in Patch 45.03:
    Death Spiral
    Powerlinked Death Spiral (for Grim Strike) persists through the entire 5 seconds duration and no longer expires early when Grim Strike is used.
    Increased damage of Powerlinked Death Spiral (for Grim Strike) by additional 10 percent:
    From 20 percent to 30 percent (common, uncommon).
    From 25 percent to 35 percent (Rare).
    Double Shear
    Powerlinked Double Shear (for Grim Strike) persists through the entire 5 seconds duration and no longer expires early when Grim Strike is used.
    Increased damage of Powerlinked Double Shear (for Grim Strike) uncommon & common glyphs from 20 percent to 30 percent.
    Sundering Strike
    Now activates faster after Death Spiral.
    Activating faster also increases its damage.

    Patch 50.02.03 EN1:
    Increased damage to elite monsters and bosses.

    Buffs in Patch 53.03.01:
    Grim Strike
    Increased PvE damage by 10%.
    Whipsaw
    Added a new glyph: Pumped Whipsaw (Common), which increases your damage by 30% at a cost of 1.5% of your total HP.
    Pendulum Strike
    Increased PvE damage by 10%.
    Removed the noctenium effect.
    Soul Reversal
    If the entangled target is a boss or elite monster, you teleport behind the target instead.
    Shadow Reaping
    Reduced cooldown: 2 minutes 30 seconds to 2 minutes.

    Buffs in Patch 54.0:
    Sundering Strike
    Reduced cooldown to 12 seconds.
    Shadow Reaping
    Now resets listed skills upon casting Shadow Reaping.
    Double Shear
    Reduced glyph cost of Powerlinked Double Shear (Common) to three.
    Reduced glyph cost of Powerlinked Double Shear (Uncommon) to two.
    Death Spiral
    Reduced glyph cost of Powerlinked Death Spiral (Common) to two.
    Cable Step
    Reduced glyph cost of Powerlinked Cable Step (Common) to two.

    Which leads us to the current patch, Patch 58.03.01a:
    Removed collision with group members while using the following skills:
    Grim Strike
    Sundering Strike
    When using Soul Reversal on elite monsters, you now teleport ~5m behind the target.

  • from a pure pve standpoint reapers have to get lucky quick to do enough damage and kill efficiently in open world normal mob situation.
  • Yeah they received nerfs a few months after being released because they were even worse since everyone only had their level 60 abilities. Then when 65 came they only got one ability on a 5 minute cd, which was an effective nerf since everyone else got buffs.

    But since then they've been slowly buffed because no one really pvps in ktera and korean reapers are trash regardless.

    This is true. When I was in Ktera all the reapers I saw had non-AS builds for PVP and they were bad.

    Is it bec they have good ping and AS compensates for some ping issues?
  • There is also the issue where everyones ping there is so low that pendulum>whipsaw is escapable and the long reaper combo people do on NA is basically impossible to land.

    Glitchy the Korean reapers are not good at the game. Do not try to bring the myth of the ping is so low there that these skills are absolutely impossible land anymore because that is simply not true.
