Restricted group dungeons

I am lvl 60 and I am trying to continue a story quest that requires me to venture into a dungeon. However it appears that I have to do it alone. The enemies inside it are lvl 59. I believe it is Ebon Tower. Why is it that I am unable to do this dungeon as a group when I am only two lvls above the min lvl requirement? I have tried 20 times to solo it but I cannot make it past the 2nd boss on my own. It would be much easier and less aggravating if I could do it with a group. The lfg option is out of the question because the last time I tried to use that option on a dungeon that I was apparently over-lvled for, I wait for over an hour until I gave up. If there is a solo mode (like I keep seeing on http://tera.enmasse.com/game-guide/dungeons) where it is easier and meant for soloing, then please tell me how to do that. But if this is an intentional choice by the designers/developers, then this is a very poor decision. I am a player who wants to complete the story quests but cannot, because I cannot enter the dungeon with a group via match-maker/group-finder (whatever it is). So please, why can I not do this via group mode? If there really is a solo mode then where is the option for it?

    I'd say get to lvl 65 with the questline that starts outside of Velika and once you have some gear, solo it then.

    Ebon tower is part of the story quest but with the leveling event, I am sure many people have over leveled it before reach it. Like you said, you cannot queue for it and that is to prevent the higher level players from face rolling the dungeon. Since it is not an end game dungeon, LFG probably wont work since you wont find many people looking to do that dungeon. It is an unfortunate situation that is kind of caused of the lack of 1-64 players, majority of the players have already reached end game. That being said, you might want to start the level 60 story line where you start at those velika docks and get some new gear from finishing that new story line and return back to Ebon Tower once you get some better gear and levels to 'face roll' it solo. The quests are not mandatory to complete to hit 65, but I know a lot of people like to finish the lore and get rid of all those pesky leftover quests! That or maybe ask in global while doing dungeons/bams if someone can help you clear tower, it is a long shot but I have seen it work in the past (including for myself!). There are some helpful strangers!
