ok this "whet ever you want to call it" , tbh its not that interesting to me so I wont be taking part
yes it could be done better but I still wouldn't
yes the events they do could be more friendly to all the player base but I still get to the ones I'm interested in
but I do find it interesting (again changing it wouldn't affect me) that from the country I reside in I can legally partake in any lottery or sweepstakes and claim the winnings these days and I can do so across the counter at some local stores or online with out any unnatural assistance

It's subject to whatever laws/regulations your country has about it (for example, how taxes are withheld/remitted, whether it has to be registered with the government, etc.). It's usually local companies that administer these contests because they know the local laws. Usually, lawyers won't allow a company to extend a contest into a country until they know for sure that they're meeting the legal requirements, and to research each country's legal requirements and comply is not trivial/cheap. If you were a big multinational company, you'd probably already have offices/lawyers in lots of countries so it'd be easier.
