Yeah, valid point, forgot about this too lol, CS mail boxes would have exploded.
I kinda don't see why it being an event/temporary thing would lock out of the changers, could just be that they either just want to avoid all the storm of tickets for costume changes, or maybe even the race changer voucher code should be changed to allow gunners to race change to Elin and then after the time to make one is gone, change back to not allow again, which would be annoying for the programmers = won't do.
If I recall, there's only a time limit to create one, not to keep it right? Also anyone knows if it needs to be a Lv 65 until some period of time or just create it and done, it's there until you delete?
I would bet they'll remove the time limit at some point, why not another possibility for costume selling over time? Not to mention it would kinda be like wasted code.

It doesn't have anything to do with manual costume changes. That's an EME thing. I don't know if KTera/EUTera staff let their players do it. This is a limitation that all regions have. And the reason is simple: Selling stuff. Elin gunner is just a cash grab by BHS, exploiting elin popularity for a quick buck. Think about it: Elin is the most popular; Demand for an elin gunner has been high (for some reason); The limited time to make one creates a feeling of urgency so even more people make one than otherwise would. This creates a very, very large influx of new elins to sell costumes/mounts/etc to. Same reason you can't race change to/from it.. they want *new* characters because that maximizes the profits.
Elin gunners are just elins with the Castanic female animations slapped on top (as was in the preview video) .. why do you all want that so badly?

Well since no one answered my post and people are talking about it, I guess we are getting it.
It's inconceivable that we'd not get it. This is like asking "Do EME and BHS like making more money?"

Honestly, I feel like they figured that if they brought an existing class to a different race/gender like Elin, but still didn't do anything for males at all after so many requests, it would have been a bit ridiculous. I assume the profitability of Elin gunners will help pay for it.
This, and the illogical decision of Brawlers not being male allowed (thankfully tho, not male locked) to begin with, considering our 1st encounter with Brawlers was Rhodos. It's like they just forced the brawler lore and be it.
And as you mention that if they could just slap Gunner animations on an Elin and tweak just enough to not screw things over, then why not for male humans as well? Just change idle/non combat stance and the rest is quite unisex animations on Brawler from what I recall.
From what I saw on a related video on Youtube of the Elin Gunner gameplay they've also changed the Castanic's "Grab my but-t" idle combat stance to Elins, it's now more along the lines of a slayer's idle combat stance (as in weapon drawn but no skills in use... eh guess everyone gets what I mean):
