Deadly Gamble bugged?

I haven't seen this anywhere, so it might be just me.
I have an aman female warrior on Tempest Reach, lvl 65. Got online right after the servers got up after the patch and went to do my ghillieglade dailies. The very first thing I noticed was that when I used Deadly Gamble, my edge generation didn't double on Blade Draw at all. It stayed the same, as if I haven't used the skill at all. I tried it several times, but to no avail.
Since this might be caused by the sudden lvl up of Scythe (since Deadly Gamble affects Scythe as well, but only scythe II, so what about the others?), I figured it might be bugged.
I haven't had enough money to buy any skills anyway. I still have Scythe II on this character. I'm not sure what's wrong.

    You have to level up your skills first before you can really see. You don't have the top level (65) scythe anymore.
