Anyway, why fix the problem when players will pay EME to transfer instead? :^)
There is no way to "fix the problem" without causing a host of other problems that are not insignificant (such as, particularly, people having too many characters for the remaining available slots and having to throw out cash shop purchases due to there being no option to rebind).
Not providing an option for people to transfer to the server of their choice is also going to cause them to lose players. Not charging money for a transfer is only going to make people more likely to cluster to the largest servers (as happens nearly every server-based MMO). And besides that, EME doesn't want people to cluster even further; it will not help issues with server stability and lag.
As I've said before, I'm in favor of having tiered pricing or other incentives to encourage people to move on or stay on the lesser-populated servers, but besides that it's not like they're avoiding doing a merge *because* it would reduce server transfer revenue. The issue is much more complicated than that.
People in CH who dont want to transfer will quit playing this game cause of death server.

Don't forget that soon will be new patch. And as it always happens in this game - people Are Afk untill new patch.

also yeah, many ppl are just waiting for next gear patch comes out, since it also changed everything. double/triple drop or VSH event can help for awhile.
They clearly don't play their own game though, if they did they would see what their players see.
1st: When Gear patch kicks in, EME shouldn't do any Dungeon events, players will run dungeons and they are all interested in doing and running those dungeons anyway since they wanna gear up, a month or two in the patch EME should start the dungeon highlights and events slowly and increase them late in the patches. And keeping triple/double drops from mid to end of patches, to keep activity throughout the whole patch and keep people interested.
2nd: They need to have a balanced extra VG rewards for hard dungeons, and best of them for hardest dungeon, again they can do this after couple of weeks to the patch or with a more balanced loot from the very beginning of each patch. When players gather up to tackle those dungeons, they deserve a reward to be there for their whole patch.
3nd: Keeping the exclusive VM mats in those dungeons and not giving them away on other dungeons, specially easier ones such as what we had early this patch. This alone balances the process and keeps players occupied for doing the hard modes and hardest dungeon longer. Any event related to those VM mats should happen in the designated dungeon.
If EME does those things these patch, I am pretty much sure it would help our end game community which are very important to all of us happier and busier throughout the whole patch.
I'd agree with you, except they've merged servers before, multiple times, without any large scale doom or gloom. If people have issues with their cash shop stuff, they can just write a ticket over it. There aren't exactly a lot of people left like there used to be, so support staff will probably have a rough go of it for like, a week. You and others have said that clustering players into one or two worlds will cause lag, but CH is a barren wasteland and we crash for no reason every weekend, hell every time there's an event, while at the same time MT -- which is full of people, and growing every day -- is just fine. With no knowledge of how their servers work, we can both only guess at the true nature of what causes the crashing and instability, but it seems like it has less to do with how populated a world is and more to do with varying quality between servers. But again, that's just a guess.
tldr they've merged worlds before, really don't see why they wouldn't do it again besides profit motive.
