upgrading gear with etchings on them
When you upgrade gear from mid tier to high tier ect. are etchings be kept on the gear?

Correct.
On upgrading between tiers, you lose EVERYTHING that's bound to that specific piece of gear (Etching, Dual rolls, dyads etc) because the game treats it as "New" gear that you've obtained like you have just picked it up from a dungeon (Even though it's kinda the same piece of gear, you just enchanted it further for it to turn into something else)
You don't lose anything during normal enchanting because you still have that gear (It's still under the same name as "Stormcry X" or "Frostmetal X"

does it take "a long time" to go from frostmetal to stormcry ? because if it does then its not worth using dyads for frostmetal.
Yes, everything.
Just be smarter about it. Don't equip dyads and etchings on lower tier gear. I know I'll be getting my frostmetal swords for my warrior really soon, so I'm not putting etchings on it. However, if I notice that stormcry is too hard to get for me (#collegestudentlife) then I'll stick with +9 frostmetal and THEN equip stuff to it.
Basically just don't equip expensive stuff to low tier gear.

dyads and etchings make a huge difference though
perma etching II and III are too easy to obtain, dyads niveots are easy to obtain ( since are other way to get them )
