New Phoenix Crit Passive issue anyone?

So I have the Azure Phoenix on my brawler, and I noticed that my Phoenix passive does not proc Island of Dawn, but only in Dungeons. When I first learned the skill it did not have this issue. The passive used to proc, but two days after I learned it, it stopped procing, and to make sure it was not bad luck I've killed multiple BAMs. I've killed nearly multiple vanguards(10 BAMs) of high tier bams and have not seen it proc. However, if I do a dungeon like TRNM or LKNM, the passive procs. I also rode the phoenix before attacking the BAM in IOD and it still does not proc, but the passive procs whenever I just do a dungeon. Is anyone else having this issue? (Asking here because I am not sure if this is truly a bug.)

    It only procs for me in dungs D: I tried to show the wifey the new phoenix icon with numbers and killed over 20 bams b4 i said F__ it ill show ya later.

    I couldn't get it to proc by fall damage either, but yeah it seems to proc without failure in dungeons.

    Still working for me. Recorded that today.

    I've had it since day one as well.
