Problem with Refined Elixir

I have researched and found I need to kill 10 brutal teraliths to get the refined elixir, it says armor of 417+ and I have armor 427, but the vanguard missions are not appearing. What am I doing wrong? any help would be greatly appreciated...been a while since I have played.

    I have feeling 417 isn't enough. It's an old itlvl . It can be that mid BAMs need 429 itlvl. And no guarantee that enchantment box will drop exactly elixir. It can drop any of mats for that lvl. It has chance tho.

    You need ilvl 431, so at least full twistshard weapon/armor/belt, and midtier accs + inner armor
