I think if it were that easy to host servers in several different locations, it would have been done by now. The focus at the moment is probably making the current ones as stable as possible.
I've only had problems with non-English speakers when they were terrible at the game (of course). Every now and then, I will have to disband/drop a group because a person can't speak English and doesn't know the mechanics. I can't really blame EME for players who don't bother to read a guide in whatever language they know before running a difficult end game dungeon. Sometimes, getting a decent party in IM can be as random as opening loot boxes.
You think that out of your own bias. Tanks/healers always like to exaggerate and play the victim, and inflate the difficulty of their role. It's easy to tell when dps is low due to the time it takes for a boss to die, it's easy to tell when a dps isn't hitting the back when they happen to stand next to you when you're the tank, it's easy to tell when a dps is only auto attacking, or simply not even attacking often, etc. Most people won't notice a tank is doing bad because there's literally zero expectations from a tank beyond the bare minimum of "hold aggro". I've been told good job as my Lancer in IMS when I was basically afk for half each fight for simply holding aggro, definitely a good job. Meanwhile, if I were to be noticed on a dps I would have to actually focus on the game and kill the boss quickly.
To be fair, I've never seen DPS get yelled at or cussed at because of a run, unless it's really like, terrible. And by that I don't mean slow I mean wipes because of shields not breaking, or when these extreme examples happen that you see someone just auto-attacking or going front.
You gotta screw up like a complete pile of manure to get called out as a DPS. A healer or tank may be the same too, granted, as just holding aggro can be done with a bunch of threatening crystals and some shouts here and there and block your way. Heck I did it easily. Healer too, don't die? Not complaining.
That's when things change: when people start dying, they will complain. And NOT about themselves. It's not uncommon for a complete manure pile stand on a poison puddle and complain that he isn't getting healed enough. Or face tanking. Like, you lose 98% of your DPS on I-frames am I right? Cover me up healer! It's your job!
Through my runs I've seen bad tanks that lose aggro and don't position the boss properly, or eat damage. These damage eaters love blaming healers when their ego is a tad inflated, but the aggro losing ones got nothing to blame (tho ye I've also seen "stop DPSing" sometimes. Granted on a handful of cases you do need people do do so in some aggro mechanics but it's still rare).
In case of tank blaming, I've really only seen this when they do things VERY wrong. Like missing mechanics, dying all the time, letting the boss spin around when it's a boss that you CAN hold still, I've rarely seen tanks get blamed for slow runs or such. That's just my experience but like, it's hard to play the hot potato blaming game with a tank, they block the potato easily
