Weapon i-lvl

Can anyone tell me why this weapon is not max i-lvl? It's my understanding that the min. i-lvl is determined by the rolls on the weapon and that having all yellow rolls would max the i-lvl. However, this does not seem to be the case.

    it gets more ilevel by enchanting it. you need some materials to enchant: golden talents and polished arunic ore. to enchant it, unequip the weapon and press T then right click it in your inventory. if you have all the required mats, and full item exp (which you do right now) press the enchant button. Twistshard is 100% guaranteed to succeed if you have full item exp
