Suggestion: separate mount-buffs from the mounts
Currently, people want dragons or phoenix simply for the buffs. I suspect that if the mount-buff was a separate thing, many wouldn't choose those mounts. We'd have more individually expressive characters. MMO players love improving their character's functionality, but they also like that they are characters. That means making them unique -- giving each a different look is important and the mount is part of that.
Sell "mount buffs" separately from the mounts. Apply it to a character and it activates whenever mounted (or just always as with crit & rez buffs). Crit buff, rez buff, mount speed, flying duration, mounted hp/mp regen. Ensure that only the best-in-class of any type of buff is applied to avoid stacking. This implicitly recycles the art from all past mounts and makes every mount always relevant. You'd probably see an uptick in all kinds of mount sales that currently have very low sales plus the sale from the mount-buffs themselves; eg. there are mounts I really love and would certainly buy for some of my characters if it didn't mean giving up the dragon buffs.

Oh, I really like that idea. Like, you could buy the "engine" and that put any "body" around it.
Yeah, this should be the way how mounts should work.
