It is worth.
If you already are in Twisthard +9 with full item exp and enought gold and materials to get Frostmetal then go for it.
You will have an extra line for Weapon and Armor.
You will have aditional flat damage from gloves and a passive debuff against monsters critical resist in the weapon.
It really is worth the cost.

Sound great I believe I become weaker like when upgraded from Guardian to Twisthard for first time only beyond +7 Twisthard worth from +0 Twisthard you started more weaker than maxed guardian. Hope with frostmetal +0, doesnt have that issue.
I literally explained exactly how the element works in Tera in my first reply.
Pay2win =/= "pay to be a better player" and it has never meant that. Pay2win is a term used to describe a monetization strategy that enables players to gain a unique or significant advantage through spending real money. I have already addressed that in my comments. Identifying p2w is really simple if you don't try to over-complicate or excuse it with your personal emotions towards a given game. Once again, the existence of the element has no correlation to any player's personal performance or game mechanics.
Example: 2 People use p2w mechanics to get BiS in Tera in a few days. Lets say they both spend $8,000 to do it. The first guy is trash at the game and constantly gets kicked from groups, he eventually quits the game. The second guy is god-tier, tops dps meters, and does well in PvP. He even becomes a popular streamer everyone looks up to. Now, which one of these two players is the p2w player? If you said the second guy then you are wrong. They both are. Both players abused the p2w element that exists in the game design. This makes the game itself (not the players), pay2win.
I am not discussing Tera's "problems", I know what this game's problems are. I am simply addressing the original question "Is the enchanting Pay2win" and yes it is. I explained how it works in a nutshell in my first reply. But I also explained that Tera is still a decent f2p game despite the fact.
Again, the p2w element doesn't have to be a mandatory barrier for a game to be p2w, it just has to exist. And if it exists, the game is by definition pay2win. I just explained that. The entire game can be completed without money, but if there exists an avenue to gain a moderate to significant edge through real world currency, then the game's monetization strategy is a pay2win one that a player can potentially abuse. Just because you or I chose not to abuse that element doesn't mean the p2w element suddenly disappears.
