FWIW, I'm not saying that's the only factor at place, but it is one difference with our region that would definitely be considered.
Ideally what they'd do is offer people the option when they buy the voucher and let them pay more if they want the costume change service... and then maybe not offer the "with costume" version right away for these other classes. (Or I guess make the "costume change service" a separate purchase??)
No matter what you do, I'm sure some people won't be happy...
The different treatment during race/gender change, is why I believe they went with the shorter "not allowed" route, as well as forcing the public into a leveling event. It won't be pretty when you make only one or two of the possible cases of race/gender change to have a special (and worse) treatment than others, or even worse: force them ALL to be screwed with paying more to have costumes changed.
They know it would be a bigger shitstorm than just plain not allowing it.
Yes, they could allow the race change for Elin Gunners and gender change to Male Brawlers, but I would bet people more easily accept a NO than different treatment.
I mean we don't have a temporary creation Elin Gunner, nor we have talents
But more importan is "We don't have Alice dress" and the Nexon exclusive costume for K-Tera.

It has a high abuse factor whenever they do live streams to promote the game, since it's very blatant, the glitch is ugly, and it's easy to reproduce on demand. It's not like other similar glitches that are either a) harder to reproduce on-demand, b) momentary, or c) not as bad. They know full well that people would throw money at them to get it anyway, but they decided it wasn't worth it.

Laser capes is harder to purposefully punk a stream with it than the upskirt bug (which is 100% repro by just having two people get close to each other). You just know that there'd be two smartasses on every EME stream doing that front and center. The fact that it's Elin upskirt on top of all that doesn't help.
I do agree the crappy moralism beats seizure inducing glitches, also easier to reproduce (albeit I do recall like every stream having some laser cape). It does bug me tho, why did they never fixed the Alice Dress if they could make some bucks on it. Heck they could have halfassed the fix and made it a re-texture of something like the Arin (or was it Rida) maid uniforms.
(The issue comes down to the physics engine in the game, and I recall someone explaining that the problem was inherent to the way they did it, so the only fix would be remove the physics... which is like the main selling point.)
I mean more like just take the 3D models and remove the physics/replace with the maid dress that looks the closest to it.
Tho well, they ain't doing anything but scratching their gluteus anyway...
