I have to admit, all non-functional and non-special edition cosmetics should be buyable straight from the shop. Limited edition costumes which are intended to be rare can stay in their lootboxes but with their rates revealed. Lootboxes by itself isn’t a problem, but if the only thing in the shop that is worth buying is actually loot boxes, then something is wrong.
The difference is simply that, typically, the dyeable version is only in lootboxes, while the non-dyeable version is direct-purchase. This time, they are giving people the option to direct-purchase the dyeable/"rare" version as well, rather than only having the option to get the dyeable version via lootbox. That's the change that people are happy about.
It is a very wise move, and I also welcome it like the rest. Hopefully they continue to do this for all the costumes to come.

Not only the above but the costume IMO is mediocre quality and style.
It's also a winter costume being released in spring.
Personally, I like em. With the coming changes to how you use headgear, you will be able to make some nice combinations.
Also, no matter your view on the topic. Selling what your customers want, instead of locking it behind layers of rng, builds trust overtime.
