I believe this has been done in recognition that dungeons are balanced around the KTERA Talent System, as I don't see any other reason why this would be implemented by Gameforge.

Same buff we got for HH during 30man I imagine, I approve although it does surprise me the same treatment wasn't added to at least RKHM, hopefully they continue to do it to future content since it just gets worse from here.
Hopefully this is just a build BHS is releasing to every region and not just EU specific, or maybe BHS is still on that whole "We don't balance around talents" stance which EmE will most likely follow.....
And then there's the point that the client files required for end users to interact with the Talent System are shipped with the build (the client also includes many unused files that would have been removed by any other developer).
I get the original reasoning behind not releasing it (which was that it was broken, and it was), but those issues have been fixed now, so I'd be interested to see what the reasoning behind not releasing Talents when the game is clearly balanced on them is.
That havent given any reason sadly. EME's new team is very uncommunicative and haven't done anything to event slightly balance the time difference it takes NA to complete dungeons vs Ktera. We take way longer to complete content because of lack of talents and we get the same rewards. it is simply not fair and is making this game even more grindy and difficult than it is in Ktera
I guess Bluehole is telling me to move on with this game cause they only care about their Korean community.
