Unable to buyout items from Trade Broker

So recently I have seen some people posting items on the Trade Broker for ridiculously low prices and when I try to buyout the item, it says that someone else is negotiating and it just stays there, I'm suspecting the possibility of dual-box to prevent people from buying the item. Shouldn't it be made that you can buy out the item even if someone is negotiating as you're paying the full price?
