Bugged Quest

Theres a bug with relic of a bygone Age in which when you dont pick up the lance and leave and then go back in the lance isnt there neither is kutmaschuk. I can not complete the quest because of this.

Edit: found a solution but its still not possible to dismiss a quest.

    So being in a rush as usual I ran past the guy the first time and killed the npc at the portal. Then went and used the portal only to realize the quest had not advanced. I reset the zone for the kuma npc. Went back killed the guy I was supposed to kill to get the fake relic only to find it tells me I already have it, but I dont. The quest is not advancing and says I need to use the portal for the hideout. Reset zone again but still the same issue. I play on Xbox One.
