Enchanting & Masterwork

I have several items I've masterworks and enchanted to +12, but they are still onlyi 393/401. Is there something I'm missing? Gloves, Boots, & Weapon all did it.

    You need Yellow rolls in all slots to reach the max item level.

    Don't waste your enigmatic scrolls on that gear though, unless you are max level. Masterwork and whatever are pretty pointless until you are max level, working on end game gear.

    Thanks for all the help guys. Is there anyway to get this gear to 403 or do I need to farm the factory until I see yellow rolls?

    Use enchantment effect reset and use spellbinds to keep yellow rolls you want.
