Stuck in starter zone quest

I'm stuck in the "For the Children" quest - I logged out last night while in Tiaran the Sorrow Tree right before the boss fight and now when I teleport back in I'm on the last step, "enter the heart of sorrow," but there's a fence up right before the boss so I can't proceed. Tried resetting instances but it doesn't do anything, says there are no instances to reset, and tried abandoning the quest but it won't let me. Thought maybe if my character died it would reset but there is nothing inside the quest instance to kill me and dying outside of the instance didn't do anything. Do I just have to delete the character and start over?

    I just deleted the character and restarted, doesn't take long enough to get to that point to be worth waiting for a ticket response. 20 minutes or so of mashing X and skipping cutscenes to get back to where I was.
