can you elaborate on why a 10minute timer is too long for people to log in and join their guild raids for ranking?

Because we had it before, and players would inspect everyone and only invite extremely geared people to secure first place so that they got the best reward possible.
100% this.
Also the rally days with very short potential time-frames are invariably dominated by pre-made raids just waiting for the spawn. I really MUCH prefer the days with longer possible spawn as it gives many more people the opportunity of being in a ranking raid and is a chance for more than the already top 1% to get good rewards. And that is much more fun and healthy for the community at large I feel. I have guildies at all levels from mid-gear to BiS and tbh the most active and fun rallies for 90% of them are the ones with the longer possible spawn times where far more can get rewards.
There shouldn't be two rallys, the current times need to be slid forward. Cause like that other person showed, these times are awful for both coasts.
IMO 7pm est- 11pm est would be ideal for both west/east coast.
Okay FIRST OF ALL, just because I am not logged into TERA doesn't mean I am not "loyal" to the game. I've played this game for 5 years, almost 6. I've had Elite (the 14.99$ version, not the one you can get with in game gold) for the majority of my play time. I'm plenty loyal.
Just because someone ISN'T online doesn't mean they're not a loyal TERA player. It literally means this: I can't sit on the game all day long just for a chance to go to a rally that spawns right away and is dead by the time people log in.
There is things people have to do besides sitting on TERA all day long every single day. People do have lives outside of the game, nor should they be punished for having one.
This is r/gatekeeping material if I've ever seen it holy. Just because someone doesn't have the game open in the background (which its taxing on any system, but I won't go any further into that) doesn't mean they aren't loyal to a game. People are not glued to their personal computer. People have to work to stay alive and pay bills, just because you have the luxury to be on your computer all day doesn't make you entitled to say whether or not someone is "loyal" to a game based on if they're online during rally times or not.
TLDR: Offline status does not determine loyalty
That don't mean that the gm's should make the game to suit your time either. As i said there are times I miss rally also, thing is those that are online will benefit.
Please keep it civil. No questioning other peoples commitment to TERA or telling people how to play.
The next thing I'd like to say is, as for timing, I do agree that it is an issue. My husband and I own a Guild that, while we're based ourselves in Texas, so Central Time, we run starting around 4:30 in the morning because of our own livelihood, so our guild lines up better with a Southeast Asian and Australian base. For us, the early time works quite well, but if is limited to just that time, which I can't exactly remember if it does or not, (though there is the chart above), I do think it may be in everyone's best interest that Rallies, perhaps, be reworked in a way that can be accessed multiple times a day.
To this effect, however, I believe the Rally Guild Quests were only accessible once per day, correct? That should remain intact, as the idea that any one Guild could potentially capitalize on multiple Rally Quests daily, which offered higher Guild XP, is slightly unfair in itself because it does lend to the argument that if we aren't there at all times, it is punishing to us because we do miss out on those windows of opportunity.
To offer the Rally starting as early as it does, but extending it even further into the evenings as well would be much fairer, at least from a Guild Mistress's perspective in reference to being able to participate for Guild XP, because it would allow most Guilds the opportunity to access a slightly more rewarding Quest that can help in the leveling process a little bit when members could be, or would be, logged in regardless of what timezones we're in. This means, it's not unfairly started and kept to such an early time, but that it won't also be revoked from that time either, because something like this helps some Guilds, rather than most, if not all.
So, again, unless the chart posted above is the official Rally Spawn timer we now have, if someone could please confirm the return of the Rally Guild Quest, maybe even an official timetable for it, it would be highly appreciated. I'd also like for these Spawn times, both current and those proposed by several other posters to be considered together because it does at least offer the potential for multiple opportunities of participation for those who are looking for it, but with a single daily Guild Quest that would keep it within fairer confines as it relates to Guild leveling. ^_^
This is a big point
an NA game having events in the AM EST and PST on weekdays doesn't seem
They should because its an NA game and the majority being screwed are NA players who work NA jobs and can't attend a 9am rally on a Monday morning.
That's fine too, but having 2 would benefit people playing at both hours. That being said if having 2 rallies is impossible, I would prefer it be pushed forward as well since like you and others have said, the times are godawful for pretty much anyone in North America with responsibilities.
This sums up my opinion on it pretty much.
