possible to access ghillieglade without elite status?

I was searching for Velik’s Opportunity Scroll to access ghillieglade after eu servers maintenance I checked all merchants (vanguard reputation merchant, normal merchant, specialty store) none of them have the scroll.
is it not available without elite?

    I think they removed the perk from elite on cosole version also.

    PPL on eu have them in elite corner

    It should be in the Highwatch Vanguard merchant. The same place you would use your vanguard credits for masterwork alk boxes and un-common skill glyphs. Unless it was added to there at a later time, it should be there.

    I have tried this on eu xbox and there is no scroll for it :(
