    Pretty sure they're not used in the Apex quest line. They're likely just placed there to either be part of the background in a cutscene at some point, or used to improve the "ambience" and feeling that Fyrmount is actually being invaded by dragons.

    They use crappy no-name mobs in a lot of area's to do something similar. I wouldn't be surprised if that's what they're doing here.
    Pretty sure at this point, BHS has got rid of any notion that people use area's like Fyrmount for levelling purposes any more, so they're just trying to reuse them as story quest backdrops.
