Does Divine Reaver respawn every 9 hours?

I decided to check on him 15 mins after servers are back up from yesterday's maint , but to my disappointment he's nowhere in that zone. ( checked again recently)
i'm asking about Tempest Kanash as well but Frymount is a bit vast i may not be able to see him.

    15 mins after server being up means its already dead. You need to be on within the first couple of mins of it being up.
    Bam respawn times are random.

    Minimum ~3 hours, but that doesn't mean it will always respawn after 3 hours. Both of those BAMs are highly contested due to the drops. Unless you devote significant time to camping them, (or use a certain program,) expect to have extreme difficulty.
