need a little help with crashes

as it said i steam edition tera keep crashing....
usually during cutscenes or pegasus rides or right before loading screens begin or end.
the only error i get is 000a:0000 insufficient memory which i know can't be right as 32bit programs are limited to 4gb or memory use.

and my system is:
windows 10 pro 64bit
1tb ssd drive
32gb ddr4-2400
8gb amd rx vega 56
1200w rosewill quark 1200 platinum rated power supply
connected up to an aoc led panel via displayport (freesync enabled and compatible of course)
running at 3840x2160 resoloution
wrapped up in one side of a thermaltake w200 case with
2x200mm noctua quiet fans top exhaust
1x 140mm noctua quiet rear exhaust
and 3x140mm bottom mounted side intake with 3 more for that planned.

i can't see any reason tera should be saying out of memory when my pc is more than capable and can move enough air to sound like a vacuum cleaner for a second or 2 on boot up.

edit: forgot to mention security is norton.

TERA is not saying "insufficient memory" because your computer is out of memory, tera is out of memory that it can allocate.. so it crashes. it's really common when playing at high resolutions. bump it down to 1080p and your problem will probably disappear.
