Why is only the high level player (over level65 and item level 417) targeted?
Why do you ignore the low level player?
Does the game developer ignore a low level player?

    You can get the letter U from Brutal Orisks daily which doesn’t have the requirement for 417 ilvl. I think you can get these even if you’re in full Idoneal.
    Other than that I’m not sure why low level players can not obtain this but getting to 65 is super easy and in the 2 months you could have all classes at 65. This said you only get a costume and weapon skin for gunner that is considered to be basic on PC and better versions will be available for fashion coupons.

    I am gonna point out I started playing (on ps4) less than a week ago and I am already 65 with Ilvl 392 and that is while working a full time job and not using any of the consumable type EXP boosts... and I am pretty sure I could get the ilvl for the bam daily tonight if I wasn't going to the premier for incredibles 2

    Item level 410 or higher. I heard the final letter can be only obtained from Lilith which is a IL410 dungeon.

    seeing how it took less than a week to get lvl 65 and Ilvl 403 from a new account they give enough time for that easily (also I haven't been playing more than a couple hours a day when I pulled that off, should have 410 tonight unless I decide to play my alt and my first time logging in on console period was last saturday)

    Getting the ilvl isn't the problem. The problem will be when all the fresh 410s try to pug LK next Thursday and get stuck on Pyrepelt.
