With the direction things have been going, I'm sure Korea will get it for free and American players will have the privilege of getting it from a lootbox, or spending 49.99 USD on one in the daily deal shop.
If the pet is made available through achievements like i heard, then EME wont have the [filtered] to do that. See how Carmine, the fabled red raptor mount you can only get after completing one of the hardest achievements of winning 500 FWC and other achievements related, is still an achievement reward, despite some players asking for it to be made available through other means like the shop.
