For the new gear progresion system you can look at this guide https://essentialmana.com/gear-revamp-guide/ and if your class needs a Quickcarve brooch and you dont have even a Simple Quickcarve then I suggest you to talk with a Vanguard Iniciative Quatermaster merchant at Highwatch or North Dock for you to get a Fancy Parthian Brooch. That brooch can be upgraded into Simple Quickcarve -> Superior Quickcarve -> Quatrefoil Brooch.
If you have doubts about something else then you will need to be more specific because in the last year we got a bunch of new things.

Then everything is about enchanting/upgrading them. To see the mats needed for that click on the Enchant/Upgrade buttons on your inventory.
- Guardian gear enchants up to +6 and then u can upgrade it to Twistshard.
- Twistshard gear enchants up to +9 and then u can upgrade it to Frostmetal.
- Frostmetal gear enchants up to +9 and then u can upgrade it to Stormcry.
- Stormcry gear enchants up to +9 and then u can upgrade it to Heroic Oath.
- Heroic Oath cannot be enchanted atm and its BiS.
-Belts count as gear and can only be upgraded
For Jewerly u can upgrade them same as gear (no enchant):
Prospect -> Bellum -> Daylight -> Entropy (currently BiS)
