what happened to players having to ask each other if they want to duel??

I am a returning player after being away for 3 1/2 years. Before when a player wanted to pvp with another player they had to ask if they wanted to duel first. After returning to playing tera again, while I am leveling up a new character I have been recently killed multiple times by random higher lvl players while I was running quests. Have the rules for pvping changed in tera?

    The rules for dueling have not changed. This is merely the result of you being on a PvP server and thus there is open world PvP where people can flag up. The simplest way to deal with it is changing channels.
