Because if so, then why not just give us the all-purpose Liberation Scroll or something similar? Or even 2 separate scrolls: one that unbinds an outfit and another that converts it to another race. Save a lot of time on both ends.
I suppose it may be because they don't have or they haven't thought about a way to make the liberated items stay account bound, to prevent you from just liberating something only to set it for sale on the broker. Also, this way the amount of people using this service remains minimal since despite this now showing up more prominently in the forums, still few people may use it, in contrast of having an easier service that would definitely reduce their gambling box sales.
Incidentally, I'm listening to a video by Jim f**king Sterling, son about the FTC looking to start investigating lootboxes as I type this response (that you can watch/listen to here!).
That aside, whatever is done so that certain items can't be sold to merchants or on the brokerage can apply here, methinks. As I said before, I actually don't want to try and resell anything - I just want to give it to another of my characters who can make better use of an item (such as one character I have that has both a diamond dragonlord and a Pteryx).
Their focus is on making sure children are protected from it, and with TERA being an M-rated game, it's unlikely to be affected except in abstract. As much as I would like to see some regulation about this, I wouldn't get my hopes up too high yet.
The global discussion on loot boxes is mostly targeted at children, which aren't really a majority of people who buy them in regards to PC games. Due to this, unless the US and all of Europe decides on the extreme and classifies it as gambling then there really isn't going to be any positive changes coming to loot boxes for the PC market as a whole. Even if they took it to the extreme, they would just find another dissatisfying way to get money from people anyways; given the subject on loot boxes has never had a focus on providing compromises or alternative methods of profitable monetization that isn't as predatory or dissatisfying.
The service indeed is awesome in my opinion. But again, I think both EME and the general public could benefit from a more automated way, and, risking people calling me out on giving EME ideas, a liberation scroll people could buy from the cash shop could be one of those automated solutions. BUT as said before, such a thing would require more limitations to avoid abuse and exploits. Which is why I think the current system is what's in place, and should be for the short term future, or until EME gets tired of it, or another option is brought in.

Like I said, make it so that even tho the item is unbound, you can't resell the now-unbound item, just like how certain items can't be put on the broker. Whoomp, there it is.
My boyfriend was able to get his mount transferred to his main yesterday so apparently they do.
