I am trying to complete the Santia's Workshop Quest
I got to the point were i was given Craft Kit and Desgin:Xermetal Ingot item
I got all the required materials
but i cant use the it...and cant complete quest

That's most likely because your mastery level isn't high enough to create the item in question.
Which, if true, then it's very odd for what's essentially a tutorial quest to require such a threshold when all it's doing is telling players "here's how you combine items".
The issue with you I see is that you haven't learned the design to craft that item.
Its odd how its implemented with the new system. Even though you don't have the design it still shows you the recipe which is misleading. The designs you haven't learned yet will be grayed out.
My Character is level not 65 , but it says on red it had to be leve 65 to used?
You need to level up to 65 first. This is an optional quest so it's ok to have a level 65 requirement. Most if not all of the designs and recipes have the same requirement anyway.
I reviewed and saw old videos, It used be level 15 to use, but i guess Tera Online decided not focus on helping new players "better understanding of this game". They are focusing it on people with Max Level recent content updates, not new players who trying to enjoy the game.
Those things are bankable, and lots of quest can be disregarded until u feel like doing it.
In a way, it was indeed eme/bhs mistake for making that quest available to u before level 65.
But u can just bank those stuff, ignore the quest for a while and go ahead to level up to 65. Nowadays people can level up to 65 in a day..
The next update is one again about Level 65....
