Crystals affecting Item Level!

I'm sure everyone here has queued a dungeon and got some people with no crystals at all, or very few. I am not saying that crystals should have an ilvl (dyads > niveots > cruxes etc). I am saying that if a person is missing crystals, they should not get the full ilvl from their gear. For example;
If a weapon has an ilvl of 417, and you have 0 weapon crystals, your ilvl will be 0/417, if said weapon only 2 crystals on it, it would be 209/417 (417/2 = 208.5 rounded up).
1 crystal = 25% of the equipped gear ilvl.

It may sound like too much by removing all of their ilvl for having no crystals. But you can easily walk up a Trade Broker or Crystal merchant and pick up some cruxes for a few gold.
Of course it does not have to be exactly my simple math, and they could include some sort of calculation for proper crystals = more ilvl than improper ones depending on what class you are.
