Because it was done way in the past and set as a super-long-time event. Then when it eventually expired, the current staff decided to switch to the rotating event schedule instead, since they didn't want to interfere with BHS's progression and reward design in a major way. Until they change that philosophy, I don't think it'll be brought back.

If they went back to the old way, what would they sell as their weekly event? Why would they just give us something they can do weekly and make a big deal about it? This week, we get double XP! Woohoo!
My only question for this is: is it working? Because for me, I still only bunker down and do certain things if it happens to be part of the "weekly event".
Honestly, I think they would see it as working from their point of view, because it highlights the "value" of the event more clearly and has the potential that you rotate through different things. The fact that you can still maximize your rewards if you know how to "play" the various events to your advantage isn't so bad, and they'd probably say proves the system works. On the whole, doing it this way doesn't "tilt" progression/economy as much as the old way.
Obviously it was much nicer to not have to worry about this and have the double rep+items all the time, but I can honestly admit that it was a bit of a blunt tool to solve a more nuanced problem. (It made sense when Treeshark did it at the time, at least.) I really wish EME would take a more active role in tailoring progression speed/flow for this market again, but even if they finally agreed to do that, I can't see them going back to the universal double rep+item way.
Sad thing is I don't think they really care if much is working anymore, because there is console and new games to take the place of the Tera PC player gap. Most likely going to be the same as now and just do what little they can while leaving most of it to BHS.
