The in-game shop has it listed as well (under the Consumables category, though you can also just type in the name in the search field), of course. I'm under the impression that it can't be traded, like seemingly all of the new companion related vouchers, but I've never bothered to check for certain. (They are at least not listed on the broker and also don't show up in the history, so that seems to point to that being true.)
I'm not aware of any currently available game play method of acquiring the item.
