Character deletion
I went to delete a character I dont really play to start a new one and it told me I had to wait a whole day until it was deleted. This is the first time Ive seen this message playing this game. Is it a bug from the most recent update?

This is normal for any character over a certain level... I think it's level 40 but not 100% sure. But yeah, if it's a low-level character you won't get this, but they have this protection for characters above a certain point.
what about slot space for characters for newly created account. I have a new account and only two characters can be made... as long as ive been playing its always been 3

This has never been the case for us? We've always just had two as the base. (And eight for Founder accounts.)
You might have unlocked a third from one of the numerous free character slot handouts during class introductions?
