I've been trying to build a computer/PC for so long, but yet I just wanna know how some of the forum peeps have built their computers. I'm completely new to computers and I don't know a single lick of anything. Also~ Which computers that have already been pre-built are best for fast FPS, etc?
And as sucky it is for me to say, I'm running on 0-6 FPS on a mystic. I can't even go into Battlegrounds without CRASHING!

1) You can have top-end PC you will still get bad FPS (in this game at least). Yes when area is populated but lets ignore that and go with more of game issue of why your fps will never be much great and that is UI of this game is horrible and consumes lot of your fps in comparison when you have it off (feel free to test your fps with UI on and off and you will see it yourself even on your current build).
2) ^Most of crashing is game related issues or your internet related issues rather then your PC build related issues (unless you are on 32-bit version on Windows, then yeah I can see how this issue with your PC then since this game is made to run on 64-bit).
Not discouraging you from not buying new build, you should if you have enough of budget to get good one, just wanted to state these two things first so you don't get shocked once you get new PC and you still have not so good fps and how you still can have your "Crashing Today-All-Day" time of the day.
Anyway, until you give correct budget so we know what we are dealing with, here are parts of my own PC build that may or may not help you to get idea on prices.

Anyway I personally always start with the cpu I want to use, then build from there. Basically I pick a CPU, then check which motherboards fit that CPU, check their reviews and get whatever mobo I choose. Ram comes after mobo because it should fit the mobo in both slot type and performance numbers. Video card is usually among the last things I chose because quite a few can fit. Common these days is the PCI express 16 that most mobos come with. And as video cards go, I usually go nVidia because it's 'usually' more compatible with games out there.
So, CPU: Anything with more than 2.8GHZ can move Tera decently. 3.0+ is nice as well if you want to go for the pretty visuals. But even a 2.0 moves Tera on low to near mid settings at 30+ fps if you know where to tweak.
Motherboard: Anything that the chosen CPU can fit in. I personally like the Gygabyte Durable series, as they are made (supposedly) with durability against electric surges in mind.
RAM: I go Corsair on this one. The Vengeance series are pretty solid. If your budget does not allow for 16 gigs, 12 or 8 are still pretty solid choices.
Video card: Since I don't know Ati labels, Ill stick with nVidia. if you want ATI/AMD which are usually cheaper, just convert my nVidia opinions into their ATI counterparts. Anyway. I'd use any ending in 60 and up. GTX 760, GTX 960, GTX 1060(when it's available) You get the idea. Anything below 60 might give you less than desired performance, though I've seen people playing with much less. Thing is, if you can avoid it, avoid integrated video cards. As in, a motherboard that has a video plug and does video without any separate video card. You can still get one such motherboard but sill get a separate video card for it.
Hard Drive: Avoid any hard drives that say 5400 RPM. They are pretty slow and your loading times on everything will be bottle capped by it. 7200 rpm are to me the best, most economic choices. There's something called hybrid drives, which have part motor drive (with rpm) and part solid state drive. I have mixed feelings about those because one the solid state part gets filled, it uses more of the rpm part, which is usually 5400 rpm. So either go 7200 rpm(cheap and good), 10,000 rpm(higher priced but faster), or full solid state(fastest), if your budget allows.
Power supply: Corsair again. These things hardly ever break and are good against power surges. Pick anything 750w and up because you will need the extra juice for the video card. Though you will still want to dd more power surge protection to your machine in the form of an UPS or at least a dedicated surge protector. Anyway. As a rule of thumb, never cheap out on a PC's power supply. A cheap and low powered PSU will give you problems in the long run.
CPU cooling: There's a nice alternative I use called "Sealed liquid cooling" which means a no mess liquid cooler that needs no refills and works great on non overclocked CPUs. I'm using a Corsair H-80 cooler. And speaking of CPU cooling, the most delicate part of PC building in my opinion is adding the paste and attaching the cooler to the CPU. Check the net for tutorial videos on how to do that.
