I think this is a good time point out that we can give feedback that we personally feel would improve events or the game, but there is also a huge emphasis on highlighting what the community here on the forums thinks. Essentially we help to give and to find feedback that isn't 'this event sucks' and get it the attention it deserves. : D
Community Team Events: Weekly Streams, Impromptu BAM Spawning, Social Media giveaways, other self-organized events (all it takes is a GM account or Spacecats in particular to support, or maybe can even happen on its own)
Production Team Events: Kyra's, Strongbox Events, Letter Events, Blue Box/Caiman Eggs, Double XP/Drops, etc. (production team has to do the configuration and probably requires maintenance to adjust; community team may advise)
BHS In-Game Events: Rootstock, Summer Festival, Wintera, etc. (programmed into the game by BHS, production team turns it on if it works in their build, may be able to customize rewards/merchants)
(Well, I suppose you could also say that there are also "Cash Shop Events" too, but that's pretty obvious.)
Like I said before, the Player Council reports to the Community Team, so the higher up the chain you go, the more layers of bureaucracy and the more difficult to change. It's the difference between just having to convince one person (Spacecats) to get it done, vs. Spacecats having to tell the Production Team (Treeshark et al.) and see if they agree, vs. the Production Team & Management having to tell BHS and see if they agree... and all the implications therein.
And yeah, as Nopi pointed out, there are additional complications if an event has already started, one of which is that they could require maintenance/server restarts to change, and second of which is the implications of changing something midstream. They've changed rewards midstream for things before, but it's a risk. One more risk in this particular case is that there's a new build of the game coming out next Thursday, so it's quite likely that -- in order to make the event run continuously -- they've already had to pre-program the event into next Thursday's build as well. So changing the event between now and then would add even more risk. It's probably safer for them (also in light of the long weekend) to wait until next Thursday's build, deal with those issues, and then change up the event. (This is all just speculation from me, though. Honestly, if it were me, I probably would have waited until after the build to launch the event to avoid this risk, but that's just me...)
If nothing else, though, we will (and have) delivered feedback about Kyra's, so it's up to EME if they use it this time, or next time (or... not at all, which I don't want to say, but really, it's in their hands...).
(And yeah, I haven't chosen an avatar with the symbol. I'm used to this one now... lol )

I'm not sure if server was much of a factor, but more so what we were experienced with. Although I'm sure something can still be done for those servers.

It's unlikely. That's something even KTERA is experiencing, and if they didn't get fixes, we won't get it either. Player council doesn't get in touch with TERA Developers (BHS), but they are helping out EME to get the community together. If you haven't been caught up with what's going on in KTERA, BHS have way too many things on their hands,
The issue with lag spikes is that it isn't typically directly within EME's control. 95% of the time, the problem is in the route on the way to the server -- somewhere between your ISP and EME's server hosting provider. And because of that, there's really not much EME can do to stop it. The best thing you could do would be to state your ISP and general location, and maybe check your traceroute, as described in the second half of this support note. If it's a problem that happens consistently, I would send in a Support Ticket. (The Player Council only reports to the Community Team, so we can't really relay messages to the Server Ops team or anything.)
When there's server-based problems that are causing lag, you'd see a veritable flood of complaints here from dozens/hundreds of people. That's typically when you know that it's either some major networking meltdown in Chicago, or the actual servers themselves. And those issues, being pervasive, are the easy ones to solve (and often solved quickly). But unfortunately, what you're talking about sounds like routing problems that are much harder to solve.
That's even worse.
