Are Festival Achievements not supposed to count towards laurels?

Quick question--been playing around in the festivals on my newer toons which had not seen these festivals before. I thought, "Great, now I can pick up the achievements that go with the festivals!". And I did--the only problem I noticed is that the achievements from the festivals do not affect the number of achievement points I need for the next laurel. Then it occurred to me that maybe, since they are special events they don't count toward laurels. Is that the case? And, if so, what do the achievement point numbers associated with the festival achievements mean then?

    The achievement points just do nothing. Laurels were also not part of the game before either, so I guess they never bothered just making the ones that don't count, or are moved, set to 0.

    because the events are part from "Special Archivement" im notice same last year

    they get for Archivement rank, but no for laurels
