coming in super late to point out your overreaction.
First off, you can buy gear with credits. Secondly, its impossible for them to be doing GL with lvl 20 gear because the ilvl wont let them queue for it. And if you accepted them in to your party via LFG or shouting in the front of the dungeon, then thats 100% on you. Either way you're going to find undergeared people in IMS, usually underleveled aswell
Brawler one had the BG pop almost immediately, within under a minute. Brawler one won the first round in 3 minutes, and the second round in just under 4 minutes (they had a really bad team with their large kuma essentially throwing their match.) Brawler one ended up at level 22 after the xp from winning, and getting the daily reward. The total time was about 13 minutes with loading screens and teleporting to Velika/running to get the reward from Bastion of Lok Entrance. I then queued for a second Kumas, which popped after about 3 minutes, and we lost both rounds, resulting in no level gain. Total time 33 minutes, total level 24.
Brawler one sat until BoL pop, which was almost 6 minutes. In that time I had already reached level 22. After one run of BoL I was level 25. Total time 22 minutes, total level 25 (almost level 26.) I then used a vanguard teleport and ran to Sinestral Manor and killed the BAMs just outside. At just over 30 minutes I was almost level 27 so I just stopped.
Whether they remove the exp or not, Kumas is not faster, and if you are continually losing you aren't getting anything. Keep the BC/KS credits, remove/nerf the exp. The exp grind in this game is stupidly easy, even for a first time player, so go do dungeons.
Also, being Brawler, you can promptly just solo BoL and SM, and if you know what you're doing you will complete it faster than with a party of 5. It takes about 5 minutes for lvl 20-24, same for lvl 24-27/28. It really depends what kind of XP modifiers you stack, but still since everyone said they were leveling alts, they should also have said modifiers available.
This is about new players, new player sees the XP shown on H menu and that tells them oh it will be faster and easier. The other day I ran into a level 60 player which had no idea what Tera is, because there is not much to offer, also how can a newbie knows about gears, that layer had no crystals, nothing enchanted, had no feedstocks, had no experienced, was that player alone? nope, there were 2 more like that player on that MC run, that led their healer and tank to leave the run, I joined as gunner and finished it.
If you are denying this mess, you clearly are one those players don't bother with new comers, I care about them, I help the community grew and I like to help them, but I don't have all day, EME has the all day, they need to fix it, BHS doesn't fix [filtered].
in all seriousness, the players like you which is making fun of this are toxic to those players and I have heard a lot recently Tera community down graded and discourage the new players, because you don't think like them and you clearly don't help them.
Also if new players buy the new gears, where are they gonna get the feedstock? they won't make enough gold or they won't know about broker and oh btw that can bring back gold sellers, cause it would be good deal to sell low tier feedstocks and bring BHS to the point that stop dropping feedstock too.
Unfortunately I see more to this as many others.
I don't think it's very likely they can fix it either. It's part of the build the whole world got, not something EME turned on. They'd probably need to ask BHS, but again, I'm not so sure you've convinced anyone that this is really the root of the problem. It's just a symptom of the fact the game doesn't teach new players anything.

Boost 100% exp from elite/ boddy up and other are for Hunting Exp ( open world bams/mobs and dungeons), no change exp came for quest and vanguard quest, so exp from kumas daylies dont get afect fro this boost
Same when low lvs spam CS in lv 30, are the sames exp and in somes cases rewards ( and this was after 1 mounth ago )

People learn to play by choosing how and when they want to play the game, not how and when you want them too.
Respect others on how they want to enjoy TERA, and be happy that BHS included this BG for low levels. It encourages lower levels to enjoy the game to get to 65, instead of giving up at a low level.
