Is there a way to get this outfit for a character?

There is a male elf with the same outfit (male ver ofc).

Also, anyone remember the old Teleport Masters outfit, are they available in game?

    NPCs outfits are unique and exclusive for NPCs. There is no way to get em in game. Unless you visit the dark side of TERA, you wont be able to see this outfits in your character. Talking bout the dark side of TERA is not allowed in this forums by the way.

    I have never seen this npc before, where is she at and what does she do?

    I'd also kill for a Killian costume, whole model intact...

    She is at Tria, near the exit to Blightwood if i remember.

    i think she work for the mysterium i see her in a artwork with her companions, i think she study argon technology
