How to FIX the Welcome Message & TERA Store bug!
For all the players who have the problem where they cannot open the Welcome Message & TERA Store window, I have the solution for you thanks to @CobaltDragon! 
In-Game:
1. Options
2. UI Settings (Tab)
3. Reset UI Scale
4. Reset UI Position
5. Reset all UI
Then try it, it should appear on your screen!
