Can my pc run this game?

New to games and dont understand pcs in the slightest bit so here we go

Processor: AMD A8-6600k with Radeon(tm) HD Graphics 3.90GHz
Ram: 8.00 (7.19 usable)
System type 64 bit operating system

Also is this game like really punishing to f2p? I have no money and this game really grabs my attention.

    I assume your CPU is also your video card? The game will have some trouble playing it. As the above poster said, most probably on minimum settings. If you are able and you know about the insides of your computer, you should add a dedicated video card to your system. I DO know you said you have no money, but a video card is a great thing to have for video games and will help you in all of them.

    The f2p game is completely playable and f2p players are able to play and farm everything, and even enjoy access to elite subscription through purchase of Elite vouchers using in game gold to buy them.

    You will be able to run it, but on minimum settings and might need some optimization stuff if you need more FPS.
    I have a friend who plays with similar specs so should work.
    About the f2p, it isnt punishing for ppl who dont want to spend money ingame; most of the stuff you can buy with real money are cosmetics. Ofc you can get rich fast if you use your money to sell stuff ingame tho, but its far from being needed.

    You may run into some issues with certain instances and compositions due to AMD not running as well, in addition to you not having a dedicated gpu.

    As for your other question, if you're able to manage resources well (including your time), then you'll be fine without spending money. The only advantage given when spending money is to either not have to use gold to pay for cash shop items like mounts, costumes, etc or selling EMP (cash currency) for gold.
