It's because, for whatever reason, the Steam patches redownload the entire file for every file that's changed, whereas the Launcher's update process does a differential update. So, with the normal launcher, the update was about 900 MB (only the portions of the files that changed), but the Steam version is several GBs (redownload the whole file even if it only changed slightly). On my machine it was 8.6 GB. The other problem is that Steam will re-download every single file that it thinks changed, regardless of whether the file or your computer actually already has identical contents. So even if the regular launcher already performed the update, Steam will do it all over again because it isn't aware of anything the launcher does. So for the second problem, EME could solve this by always pushing the Steam + Launcher versions of updates at the same time. But that still doesn't solve the first problem, which is that Steam is horribly inefficient and wastes tons of bandwidth.
If you want to avoid these problems, the best way is to just avoid Steam -- if you remove it from your Steam library (but don't delete the files), you can start the launcher manually by running TERA-Launcher.exe. You could also add TERA as a non-Steam app if you want to use the overlay, but this approach wouldn't allow you to buy EMP through Steam.
Otherwise, the only other way is for EME to see if it's somehow possible for Steam to use a differential update mechanism similar to what the regular launcher does, but that's really something EME would have to look into with Valve, I guess.
i have the same problem. cant play right now and hoping that updating through steam will fix it. i tried those solution from old post but they didnt work for me.

The reason this error occurs with the regular launcher is when the launcher detects a missing or corrupt file, and then does a force repair, which requires about 40 GB free on the drive. A common cause for this could be poorly-installed modifications, removed video files, or other similar alterations... but it could also simply be a corrupt file. It won't actually download that whole thing, but the launcher creates placeholder files for all of it.
(The Steam patching system and the Launcher's patching system have different kinds of flaws.)
Should be careful with having people patch the game multiple times. Some ISPs even in the United States have monthly limits for internet usage.
