Outlaws and Infamy
Infamy very clearly exists because the killing of players a handful of levels below your own needs a deterrent in some way. However, as pretty much everyone should have been able to notice by now, it doesn't work.
The inability to unflag, or toggle off Outlaw Declaration, isn't at all detrimental enough to act as a deterrent. Sure, anyone with infamy loses a crystal upon dying, but that is easily mitigated by using a Crystalbind or Complete Crystalbind, both of which are rather cheap and easily accessible by anyone and everyone.
In fact, being an outlaw doesn't negatively impact your ability to play TERA in any way, shape, or form. You can still queue for battlegrounds and instance matching, you can still run dungeons, you're still able to interact with NPCs, you can do pretty much anything players who aren't outlaws can do.
It seems, at least to me, that outlaw status is meant to be policed by the community. If someone has accrued infamy, it's up to the community to teach that player a lesson by giving them a taste of their own medicine.
BUT
.. that obviously doesn't work when the community doesn't care. It doesn't work when the strongest guilds in the game are the ones flagging and farming infamy out of boredom. There is no policing going on at all, and so there is no real deterrent.
Sometime in the near future, our version of TERA will receive the patch that removes the stamina system. The stamina system, as it currently works, weakens your character if you have no stamina and provides bonuses if you have full stamina. Since we will be losing that, I have a suggestion:
Take the "debuffs", or weakened state that characters are in from having no stamina, and apply them to characters who have accrued infamy. Give infamy an actual penalty in the form of a debuff that would actually act as a deterrent, one that the outlaw system has been in dire need of since the launch of this game.

There is no reason to have something in the game that doesn't work. The outlaw system does not work. Infamy does absolutely nothing this late in the game. If that isn't going to change, if infamy isn't going to actually work in the way that it should, then it needs to be removed.
It's as simple as that. Either give the outlaw/infamy system a purpose or remove it. One or the other. Don't keep broken or useless [filtered] in this game. Give it a purpose or purge it.
As for removing stuff that doesn't work anymore, Tera has quite a few things that are not used nor needed but are still around. And each patch makes more stuff worthless (Hyderad nerf anyone?)...
I could assume it's there and not here because Ktera doesn't have pve servers.
