Guild quests and inactive guildies/alts

There will be systems in place to ensure that smaller guilds aren’t placed at a disadvantage, and ways for guild masters to set up weekly distributions of gold to their members.

Based on the editorial letter and the above, I'm wondering if non active guildies will burden the effort of active guildies. We're a large guild, social, so we maintain people who might spend many months off. It's always nice to see those long gone people come back into game after months and they're always happy to see they have not being kicked. However we face the problem that our guild is always around 300 members (not especially being an active guild). Also, since we're social, people like to bring their alts to be around each other at all times.

Out of those 300 let's say 20-30 people will want to participate in guild quests, and level the guild. I'd like to know if the size of the guild will be a problem. Will the xp gained be harder to get (divided by 300?) will automatic distributions have to be dealt to the inactive guildies as well?
Thank you in advance.

I don't know about inactives, but I would hope that the guild count would be based off accounts not characters. Accounts would make more sense and they already were using accounts for fame in crusades. I do not know how it will turn out, but I'm hoping it is accounts.

Of course there are many ways to deal with this, I wouldn't want to start a conversation on what is nice or not for each guild. However i'm hoping for a formal reply with information, so each of us can make our strategy on this.

    Vacation? Accidents? Busy real life?
This rule applied to the progress raid guild I was with in WoW classic back then. But this is Tera, we are mostly casuals.

Kicking and reinviting would work if not connected to a PvP alliance. Because leaving your guild means leaving a PvP alliance and so losing your member status which is needed for the gold enchanter.
