I'd suggest a 5820k. It's 6 cores / 12 threads, and costs about the same as a 6700k. It will be better off in multimedia situations because of the raw core count. It's a little more expensive overall when you factor in the motherboard. Ram would cost the same.

If AMD Zen starts spanking intel, you might be even be able to snatch a cheap skylake-e/kaby-e with even more cores later down the road.

But for streaming I would recommend the cheapest.

    Info by theory: cpuboss.com/cpus/Intel-Core-i7-6700K-vs-Intel-Core-i7-4790K

Never use CPUBoss please. 6700K is literally a newer and better version of the 4790K.

I think you should look first at your internet connection. Find out how much data you are uploading. Most internet connections are limited in their upload bandwidth. If your ISP gives you 1mbs then certainly you will have problems. For top performance you should be looking at 10mbs upload or more from your ISP. Once you have assured yourself that the connection is good, then I would spend a comparatively small amount on a good quality Ethernet card. One that offloads processing to the card. This can help free up your cpu if it is in any way limited. Last of all I would consider the processor. I have a 4790K and it is under-worked with Tera. It normally sits around 20%-35% load. In other words, you don't need that much power to run Tera.
  • 4790k has a better single core processing power that Tera needs and it matches with the 6700k in some areas so I would go 4790k. My setup uses the 4790k + gtx 970 and I can stream Tera 60 FPS just fine. You also need a good upload connection for streaming as well.
