Well, in a PvP65 server, you can only fight other people with the same level since OWPvP is disabled for those under 65, and 65 is the cap.
Well, HW itself was a sort of "fresh start server." It wasn't mostly-dead overall but was lacking in the end-game community due to being a "fresh start server," hence merging LoT and VoT into it (which had some end-game community, despite low overall population). So there's not really a perfect solution.
I already have characters in AV even before the mention of a server merge, but my FF characters are there to stay.
I am no pure PvE player. I play both.
Example: You have 100 people on MT and CH. You have 30 on VoT, 25 on LoT and 40 on HW, merging makes 95 on FF. 3 full servers.
Your approach: a new server (NS) opens and people from all servers are transfering there for server first, name selling and so on (we saw that with HW). You now have 65 on NS, 90 on MT+CH, 15 on VoT, 10 on LoT, 25 on HW. You just generated one viable server but also 3 completely dead servers. Unlike HW, you dont pour in new players by other means (steam). Those left on LoT will just quit, followed by VoT, HW.
Please explain how this did work in other games, I'm really curious.
I think it is unlikely for a long time. CH has a unique identity and has proven rather resilient over time. It's not the top server for end-game, but it has a stable crowd and is well-populated. AV is also well-populated and has a larger end-game community than HW managed to have (but is still probably a bit smaller than TR or CH). All in all, though, I don't see any pressing need right now, and if they were to merge it would probably be because a lot of people already did leave the game. Plus, I don't think it's likely these servers would need this same style of merger.
