That's what we're trying to avoid doing. Would you like it if Quatrefoil Brooches were obtainable through the EMP store only? Without any way of getting Goddess Tears in game? The fact that someone has to buy it at all with real money would be stupid. There's a massive difference between cash shop items being tradeable and them being farmed and sold on the broker. Even if you buy them with gold, someone had to pay for it.
I wasn't going to get involved in this, but the question was, if the mount was cash shop only, could you earn it without spending neither EMP nor gold? As in playing the content and not having to pay anyone for it? That's where the precedent would have been if this was allowed to go cash shop only. No item in Tera history that grants stats has ever been locked in that way. So as me and @KaaiYu stated before, this may have been a small thing now, but if BHS saw it was profitable without damage, they could then start slipping things in more often, and before anyone realized, VM9 would have been a cash shop exclusive thing. I know I'm exaggerating, though some games do have that business model.
I kind of understand your point. Gold is earned in game by just playing, and you can use it to buy tradeable cash shop stuff. But please understand our point as well. We are trying to stop a bad practice at the root. When it's small and not so damaging. Because I assume that even you wouldn't want to, in the end, have to grind gold to buy every gear progression because this all went out of whack and gear could then be only obtained through cash shop, just because we didn't mind it back then when the little mount with a meager stat was added as a cash shop only thing.
TLDR: Let's not allow the wounds to fester.
It's a good and intricate system where players with more money pay to players with less money to win. Also, EME win too and it's good to the game.
A pure p2w system only occur when the item can't be got in game.
The negative repercussions from this can be enormous. How high will EMP ratios sky rocket? For how long? Will the demand be so high that not enough people buy it with cash to meet that demand? Is it okay to be in game on broker for 400k gold? 500? What is an okay price? Where would we as a community want that price to be? So if a crit power proc that's more than a sav scroll VII can go in cash shop perfectly fine, what about more like that? A power passive? A crit factor? Well, we put those in the cash shop fine, why not this one too? Then you're buying 4 -5 mounts and perpetuate those problems.
Naturally, people will have very differing opinions on how this should go. I personally favor what EME has already chosen. Put it in game and in cash shop. The old formula: Potato sac with stats in game, fancy panties in cash shop. is not broken, why change it? Leaving something just to the cash shop opens the door for so many things that can't be predicted or accounted for, why be so careless?
I'm not saying it'd be the worst event in history and the game would break. I merely would like people to think a little harder about what comes from that decision further down the line. Not necessarily what has, will, or does happen, but also what COULD happen. It's important, and I think taking that little extra time is something EME does with products like this. It's not that the item holds little value, so it doesn't matter. It's more, if we can take this and turn it into a situation that makes players happy AND makes money, why not do that?

So I'm guessing those Dragons. ( The ones that will be reserved to get in game. ) Will be like the Sheldon mounts? that were available at a time to just get right then and there? Without having to go through broker and all of that jazz. As in I can just talk to a NPC. Pay the amount of gold and bam new mount?

I have not seen a mount with a stats that's cash shop exclusive yet. What exactly are you referring to?
(That being said, putting at least one of them on a gold merchant at a very high price could be a decent idea for a gold sink.)
Referring to this mount, as in an post apocalyptic future with lots of gears in cash shop because you didn't do anything today.
In principle you're right, but it's a bit more complicated than that.
1) EME and BHS are owned by the same corporate parents/investors, so while EME is run as a separate company and has its own CEO (and is not a direct subdivision of the BHS development team), they're not likely to do things that run totally counter to their overall corporate/investor interest.
2) Publishers only have the degree of control that is granted to them by the developer in the first place; something like how to sell mounts is within their general purview, but decisions can be made for the base game that impact the way things can be marketed and force things down a certain overall path.
3) At the end of the day, EME and BHS are jointly interested in increasing their revenue and profits, so they are going to continue to try to increase the opportunities to monetize game features to the extent they can; EME may not want the game to be "P2W," but everyone's definition is a bit different, and they've already shown they're not afraid to get close to the line as long as they feel they can reasonably justify it. (In some of EME's other games, I personally felt they pushed the line even further than they did with TERA into monetization strategies that made me uncomfortable as a player.)
So... in general, I do think EME is aware of how people feel about issues like this, and is careful about how they handle items that have stat of progression-related advantages. But I don't think that means people should not be worried. It's still a conversation worth having, as EME needs context to help realize exactly where people feel the line should be drawn.
And hypothetical situation. As in, if we allow this one today, we'd be saying something like what I said in the future.

One reason why I still play TERA is because of their cash shop, it consists of mainly cosmetic items and things such as level 60 scroll, elite passes, etc...doesn't hurt the game at all (or impact it seriously). I don't want this to be another game where you buy items via cash shop that provides actual stats or an effect(s) to your character. While there's mounts that provide HP/MP regen, it doesn't affect much since the mount itself has very little impact on how it affects your damage or survival in dungeon.
