As for it contending with Vm7 -8 ...
Putting it simply CF can stand up to both sets but you have to be good at your class. Bluehole can't let Vm8 at least fall beneath or equal to CF.
All in all though if you're a tank you need the Vm weapon.
I'm not sure how you could come to that conclusion when Starfall gloves and conflate gloves do virtually the same damage. Starfall gloves have 3% damage and 7 flat pvp attack. Conflate has 6%.
I guess you could say 3% is "about" the same as 6%. In that case 90% damage is "about" the same as 100% am I right?
However, the CF armor is better than both (except +15 vm 8.5 boots)
VM as in starfall or Imperator? If you are using SF it may be equal as the surplus 3% may be negated by the 7 pvp attack on SF. I'm not too sure about this though, if someone could test out like the attack of Imperator Weap/Belt with SF Gloves/Boots/Chest VS Imperator Weap/Belt with Conflate gloves/SF chest/Boots
