You don't have to down size. You just only get the rewards from the first 100 active accounts. Personally I only see mid to large guilds even doing this stuff.
I do wish that the guild quests didn't assume every guild member is level 65 though. Small guilds, and guilds that attract/have lots of <65 people can't even do these. There's already an overflow of lv65-only content, no need to make guilds that too.
There's no way to know if someone is inactive without it.
You have to downsize unless you don't want anyone new in your guild ever.
